This Technical Assistance report on the Uganda focuses on strengthening the performance of public investment management – next phase. Significant progress has been achieved since 2015 in strengthening public investment management, with the reforms showing first results. New procedures need to be designed to refresh project information and assess the status of ongoing projects. With better information, a robust prioritization process of ongoing and new projects within the medium-term envelope should be implemented. Discussions with Ministries, Departments and Agencies, and the mission’s analysis of the upgraded project data identified inconsistencies between projects’ planned use of resources, approved project budgets and the medium-term resource envelope. Reliable and updated information on project forward estimates and commitments like signed contracts and certificates of work is fundamental for ensuring sufficient and timely funding of projects. Recent strengthening of Public Investment Management processes has been accomplished with limited changes to the legal framework.

This Technical Assistance Report discusses the initiation of the stock-taking of the public investment program in Uganda. This stock-taking will provide a basis for better budgeting by providing information on the existing multi-year project commitments, and the incremental recurrent costs for operation and maintenance of the assets delivered. It will also identify a basic information structure for each project and subsequently collect a data baseline, providing a foundation for more robust project monitoring. It will aid the management of the overall project portfolio. By identifying the scale of existing multi-annual commitments, it will avoid adding projects to the investment pipeline, which cannot be financed under the Medium Term Expenditure Framework.

This Selected Issues paper describes Uganda’s experience under the 2013 Policy Support Instrument (PSI). The current 2013 PSI was approved by the IMF’s Executive Board in June 2013 with an initial duration of three years. Overall, performance under this PSI has been assessed to be satisfactory. Most quantitative assessment criteria were met, and macroeconomic stability maintained. However, the pace of structural reforms slowed down compared with the past, and only about half of the structural benchmarks were ultimately met. The experience shows the importance of ensuring commitment to the reforms, explaining them better, and getting broad-based buy-in to achieve progress.

The economy has performed reasonably well in a complex environment. Growth slowed marginally in FY15/16, reflecting muted sentiment in an election year and adverse global and regional developments. Growth should nudge up in FY16/17 to 5 percent, low compared to past performance and regional peers. Credit to the private sector has stalled, and non-performing loans (NPLs) have increased, also reflecting domestic government arrears. The current account deficit is fully financed. The Shilling has stabilized after a sharp depreciation in 2015, and international reserve coverage remains adequate.

This paper review Uganda’s economic performance under the program supported by the Policy Support Instrument. Despite sluggish growth in credit to the private sector, GDP growth has been supported by the implementation of large public investments. Inflation has started to decelerate toward the medium-term target, allowing for monetary policy easing. Adverse weather developments, regional and global-political and economic uncertainties, and post-election fiscal pressures may challenge the achievement of short-term growth and inflation objectives. However, provided progress on structural reforms is accelerated, the medium-term outlook remains positive, supported by future oil production, increased regional integration and inter-regional trade, and implementation of significant infrastructure projects.
