The International Monetary Fund’s engagement on social safety net (SSN) issues is likely to expand as member countries respond to growing challenges in the economic and fiscal landscape. SSNs play a crucial role in protecting households from poverty, promoting inclusive growth, and maintaining social stability. This technical note discusses (1) the different channels through which SSN spending may become macro-critical, (2) how to assess the importance of these channels, and (3) the types of policy responses that are appropriate and the trade-offs involved in choosing among them. To facilitate a more comprehensive assessment of SSN spending, the paper also examines the complementary role of labor market programs (for example, unemployment benefits and active labor market programs). The paper emphasizes the importance of early engagement and coordination with development partners with expertise on social safety nets and with different stakeholders when formulating policy advice.

This Selected Issues paper reviews West African Economic and Monetary Union’s (WAEMU) regional macroeconomic surveillance framework to control all sources of debt accumulation and ensure debt sustainability. WAEMU’s regional surveillance framework aims at ensuring the sustainability of national fiscal policies and their consistency with the common monetary policy. While fiscal deficits have been the main driver of public debt across WAEMU member countries, the size of residual factors has varied greatly among these countries. The WAEMU Macroeconomic Surveillance Framework would benefit from adjustments to more effectively set the region’s public debt on a sustainable path. In addition, beyond adhering to the WAEMU fiscal deficit rule, member countries must curb below-the-budget-line operations. This would require improved monitoring of fiscal risks and the building of adequate budget provisions to address such risks before they materialize. Improved Treasury practices would also help eliminate the recourse to pre-financing arrangements and tighten control over expenditure. Public dissemination of the WAEMU progress report and strengthened peer-to-peer learning among member countries could improve the momentum for reforms.

The paper suggests an operationally usable framework for the evaluation of growth inclusiveness—the inclusive growth framework (IGF). Based on the data on growth, poverty, and inequality, the framework allows for the quantitative assessment of growth inclusiveness. The assessment relies on the decomposition of the change in poverty into growth, distribution, and decile effects, which can be calculated using the Distributive Analysis Stata Package (DASP). Availability of at least two household surveys is the main precondition for the use of the IGF. The application of the IGF is illustrated with two country cases of Senegal and Djibouti.

The paper examines Senegal’s growth performance from the perspective of its povertyreducing and distributional characteristics, and discusses policies that might help make growth more inclusive. The main findings are that poverty has fallen in the last two decades, but poverty reduction has slowed in recent years. Although available indicators sometimes give conflicting signals on distributional shifts, people in the middle of the income distribution have received the most benefit, mainly in urban areas. Further progress in poverty reduction and inclusiveness would require sustained high growth and exploration of growth opportunities in the sectors with high earning potential for the poor. Better-targeted social policies and more attention to the regional distribution of spending would also help reduce poverty and improve inclusiveness.

Abstract

This paper aims to assess the economic impact of the IMF’s support through its facilities for low-income countries. It relies on two complementary econometric analyses: the first investigates the longer-term impact of IMF engagement—primarily through successive medium-term programs under the Extended Credit Facility and its predecessors (and more recently the Policy Support Instrument)—on economic growth and a range of other indicators and socioeconomic outcomes; the second focuses on the role of IMF shock-related financing—through augmentations of Extended Credit Facility arrangements and short-term and emergency financing instruments—on short-term macroeconomic performance.

This paper on Senegal’s Poverty Reduction Strategy Paper discusses the economic, social, and environmental performance of policies, the political and institutional environment, and the constraints weighing on its growth as well as the challenges to be addressed. The shortage of basic infrastructure, especially in the rural areas, is due to elevated costs and low investments. This is compounded by the high cost of individual sanitation infrastructure, the poverty of households, and the limited resources of local communities. The investment rate that sometimes reaches interesting levels remained constant at an average of around 22 percent, in real terms.

The joint staff Advisory Note on Senegal’s Poverty Reduction Strategy Paper reviews policies and strategies required to push forward the authority’s agenda for high, sustained, and inclusive growth and poverty reduction. The private sector is recognized as the main engine of growth in the Senegalese economy. The strategy is clearly focused on improving the investment climate, fostering entrepreneurship, and facilitating access to financial services for small and medium-sized enterprises, and consolidating support institutions. Senegal’s water and sanitation sector is one of the most developed in sub-Saharan Africa. The urban water Millennium Development Goal has been achieved, with access for 98 percent of the urban population, and the goal for rural water access is within reach.

This paper reports on the economic and financial reforms in Guinea-Bissau. After a long period of recession since the beginning of 2000 followed by a slight recovery in 2007, the economy of Guinea-Bissau has entered a new growth spurt in 2008. The budget deficit, which averaged 10 percent of GDP between 2005 and 2007, has been reduced to 3.2 percent in 2008 and 3.0 percent in 2009 by raising more revenue domestically and by controlling expenses.
