Rising Child Poverty in Europe: Mitigating the Scarring from the COVID-19 Pandemic

Child poverty increased dramatically during the COVID-19 pandemic. In 2020 alone, the number of children suffering from poverty in the EU increased by 19 percent, or close to 1 million. Left unaddressed, this would not only affect individuals’ life prospects and well-being but also have long-term economic implications. This paper argues that, to limit this potential scarring effect of the pandemic, policies should be deployed to reduce rapidly the number of children affected by poverty and mitigate the long-term impact of poverty. Reducing the number of children affected by poverty can be achieved by (i) labor policies and reforms that increase parental work and the labor income of poor parents and (ii) fiscal spending on family and children that can have a powerful and immediate impact. These policies need to be complemented by public investment in education and childcare, health, and housing to mitigate the long-term impact of child poverty.

Islamic Republic of Mauritania: Economic Development Documents

This Economic Development Document summarizes Mauritania’s Strategy for Accelerated Growth and Shared Prosperity (SCAPP) for 2016–30. The first five-year phase of the SCAPP will complete projects underway and lay the foundation for a new, politically more peaceful Mauritania, with infrastructure to support growth and encourage development of the country’s natural resources. Steps will be taken to complete the reforms needed to improve the business climate and promote the private sector. In the second five-year period, the economy will be more diversified and competitive, with the real rate of growth averaging about 10 percent a year. The third five-year phase will consolidate Mauritania’s “new look,” and economic growth will exceed 12 percent a year.

Burkina Faso: Economic Development Documents

This paper discusses various economic development documents of Burkina Faso. Economic Development Documents are prepared by member countries in broad consultation with stakeholders and development partners. They describe countries’ macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. The aim of the 2016–2020 National Plan for Economic and Social Development (PNDES) is to structurally transform the Burkinabè economy to generate strong, sustainable, resilient, and inclusive growth in order to create decent jobs for all and improve social well-being. As a national benchmark, the plan aims to achieve cumulative growth of per capita income to reduce poverty and meet the population’s basic needs within a fair and sustainable social framework. During the entire PNDES implementation phase, measures will be taken to improve the quality of institutions and strengthen the governance and the availability of qualified human resources to meet the economy’s structural transformation needs.

Botswana: Selected Issues

Poverty and unemployment remained high in Botswana. The shortcomings of the labor market policies are responsible for a high unemployment rate. This selected issues paper sheds considerable light on ways that Botswana can enhance inclusive growth and reduce the high level of structural unemployment. Botswana was identified as having been able to sustain the highest economic growth compared with others in its league. Assessors suggest a prudent labor market for an overall sustained economic growth.

Short- and Long-Term Poverty and Social Policy in a “Snakes and Ladders” Model of Growth

Throughout the world, the great popularity of programs to protect those who may fall into poverty stands in contrast with the weakness of policies aimed at helping individuals who are already poor to overcome long-term poverty. In the paper, an OLG model with persistent poverty and limited social mobility is used to explore some of the reasons for the different success rates of these two types of policies, as well as the gains that can be expected from these and other policies in terms of economic growth. The popularity of social insurance schemes may be due to their relative ex-ante fairness, while the reluctance of societies to support effective policies to reduce long-term poverty may be explained by the redistributive bias of these policies, especially in the short term. However, the failure to attack long-term poverty can reduce long-run growth.
