This paper assesses the impact of the steadily growing remittance flows to sub-Saharan Africa (SSA). Though the region receives only a small portion of the total recorded remittances to developing countries, and the volume of aid flows to SSA swamps remittances, this paper finds that remittances, which are a stable, private transfer, have a direct poverty mitigating effect, and promote financial development. These findings hold even after factoring in the reverse causality between remittances, poverty and financial development. The paper posits that formalizing such flows can serve as an effective access point for "unbanked" individuals and households, and that the effective use of such flows can mitigate the costs of skilled out-migration in SSA.

This paper focuses on Cape Verde’s Growth and Poverty Reduction Strategy (GPRS). The GPRS is part of a broader strategic planning exercise that has been under way in Cape Verde and has as main pillars the Grand Options of the Plan 2002–05 (GOP) and the National Development Plan (NDP). The link between the NDP and the GPRS ensures global coherence of the planning instruments, thus facilitating management and monitoring of the various programs, and avoids duplication of efforts and procedures.

This paper focuses on Cape Verde’s Growth and Poverty Reduction Strategy Paper (DECRP). The Strategy of Growth and Poverty Reduction is an integral part of a strategic planning process. The institutional framework for the implementation of the DECRP is based on the existing administrative structures, incorporating such functional restructuring operations as are deemed appropriate. The final version of the DECRP will reflect enhanced coordination and a focus on policy consistency for those issues addressed in the preliminary version alongside other matters not dealt with in sufficient detail.

The Poverty Reduction Strategy Paper (PRSP) will draw on the national poverty alleviation plan, the grand options plan, and the national development plan. The government has successfully implemented a macroeconomic stabilization program, formulated a plan to support private sector development, and sustained its good performance in the education sector. Progress has been realized in most of the key areas highlighted in the assessment of the interim PRSP. Executive Directors encourage the government to participate in the general data dissemination system.

This paper examines the Poverty Reduction Strategy Paper (PRSP) Preparation Status Report for Cape Verde. On the road map to full PRSP, significant progress has been made in the context of preparation of the PRSP. The government has approved the National Development Plan (NDP). The programs and sub-programs incorporated in the NDP are quadrennial (2002–05). The financing gap will be reassessed in light of the review of the macroeconomic framework supported by a Poverty Reduction and Growth Facility arrangement.
