The Food Shock Window (FSW) under the Rapid Credit Facility (RCF) and the Rapid Financing Instrument (RFI) was approved in September 2022 for 12 months, as a complement to the tools used by the Fund to support the broader international effort to address the global food shock. The Fund has been working closely with partners to provide a coordinated international response to the global food shock, and has contributed through policy advice, technical assistance and lending. Where needed and possible, financial support to countries affected by the global food shock has been delivered by the IMF through multi-year Fund-supported programs The FSW complemented this support in situations where these programs were not feasible or not necessary. As the global food shock and associated balance of payment pressures are expected to continue throughout 2023, the IMF extended the FSW until end-March 2024 to allow the FSW to continue serving as a contingency tool. This extension will also provide sufficient time to observe if the FSW can lapse without limiting the capacity of the Fund to support its members. To ensure adequate borrowing space under the emergency financing limits for those countries that have received support through the FSW, the IMF also extended the additional 25 percent of quota added to the Cumulative Access Limit until end-2026 for countries that have accessed the Food Shock Window through the RFI and until the completion of the 2024/25 PRGT review for those that accessed the Food Shock Window through the RCF.

This Selected Issues paper reviews West African Economic and Monetary Union’s (WAEMU) regional macroeconomic surveillance framework to control all sources of debt accumulation and ensure debt sustainability. WAEMU’s regional surveillance framework aims at ensuring the sustainability of national fiscal policies and their consistency with the common monetary policy. While fiscal deficits have been the main driver of public debt across WAEMU member countries, the size of residual factors has varied greatly among these countries. The WAEMU Macroeconomic Surveillance Framework would benefit from adjustments to more effectively set the region’s public debt on a sustainable path. In addition, beyond adhering to the WAEMU fiscal deficit rule, member countries must curb below-the-budget-line operations. This would require improved monitoring of fiscal risks and the building of adequate budget provisions to address such risks before they materialize. Improved Treasury practices would also help eliminate the recourse to pre-financing arrangements and tighten control over expenditure. Public dissemination of the WAEMU progress report and strengthened peer-to-peer learning among member countries could improve the momentum for reforms.

This paper discusses various economic development documents of Burkina Faso. Economic Development Documents are prepared by member countries in broad consultation with stakeholders and development partners. They describe countries’ macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. The aim of the 2016–2020 National Plan for Economic and Social Development (PNDES) is to structurally transform the Burkinabè economy to generate strong, sustainable, resilient, and inclusive growth in order to create decent jobs for all and improve social well-being. As a national benchmark, the plan aims to achieve cumulative growth of per capita income to reduce poverty and meet the population’s basic needs within a fair and sustainable social framework. During the entire PNDES implementation phase, measures will be taken to improve the quality of institutions and strengthen the governance and the availability of qualified human resources to meet the economy’s structural transformation needs.

This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

The paper examines Senegal’s growth performance from the perspective of its povertyreducing and distributional characteristics, and discusses policies that might help make growth more inclusive. The main findings are that poverty has fallen in the last two decades, but poverty reduction has slowed in recent years. Although available indicators sometimes give conflicting signals on distributional shifts, people in the middle of the income distribution have received the most benefit, mainly in urban areas. Further progress in poverty reduction and inclusiveness would require sustained high growth and exploration of growth opportunities in the sectors with high earning potential for the poor. Better-targeted social policies and more attention to the regional distribution of spending would also help reduce poverty and improve inclusiveness.

This paper focuses on the Strategy for Accelerated Growth and Sustainable Development (SCADD) for Burkina Faso. It provides an overview of a decade of development, takes stock of the recent performance of Burkina Faso in various areas, and identifies the main challenges. The paper spells out a direction for the SCADD for 2011–15, by ensuring that its vision is based on sector priorities to achieve set objectives. The risks that could impede the success of the development scheme desired by the government are also discussed.

This abstract discusses Benin’s poverty reduction strategy (PRS1). The PRS1 serves as both a strategic frame of reference and a framework for dialogue with technical and financial partners (TFPs). The six major phases involved in the preparation of the growth and poverty reduction strategy (GPRS) and design of the macroeconomic and budgetary framework have been explained in this paper. The impact of macroeconomic and budgetary framework on the attainment of the MDGs and on the poverty reduction is also reviewed.

Burkina Faso has set up ambitious developmental goals and outlined policies and reforms to reach these goals under the Strategy for Accelerated Growth and Sustained Development (SCADD). It is recognized that poverty alleviation is a long-term challenge, and there is greater scrutiny of the implementation process to ensure effectiveness. It will be important to increase the priority given to good governance, accountability, and inclusive growth. The main objective is to achieve strong and sustained economic growth. The Executive Directors encourage the government to address the shortcomings identified.

The paper analyzes how the UNDP, the World Bank, and the IMF classify countries based on their level of development. These systems are found lacking in clarity with regard to their underlying rationale. The paper argues that a country classification system based on a transparent, data-driven methodology is preferable to one based on judgment or ad hoc rules. Such an alternative methodology is developed and used to construct classification systems using a variety of proxies for development attainment.
