Azerbaijan Republic: Poverty Reduction Strategy Paper Progress Report

This paper examines the progress report on Azerbaijan Republic’s Poverty Reduction Strategy Paper. The share of the production and non-oil sector in GDP has increased. The shares of industry, construction, wholesale, and retail and service sectors increased, while the shares of agriculture transport and communication, hotel, restaurant, social and informal service sectors and net taxes from goods and imports decreased. Agricultural reforms lead to a real growth rate of 6.4 percent in 2002 and 5.6 percent in 2003. The share of crop production in agricultural production has been 60 percent and of livestock production 40 percent in the reported period.

The Poverty Reduction Strategy Paper (PRSP) has been developed for eradicating poverty in Armenia. It analyzes the poverty situation of Armenia, and evaluates the methodology and methodological issues. It discusses the PRSP goals, main policy directions, solution to poverty, and the reduction of inequality. It assesses the social and economic strategies and governance. It reviews the employment issues and trends in the budget framework, and also analyzes the implementation, monitoring, and evaluation of the system.

Azerbaijan Republic: Poverty Reduction Strategy Paper

This paper reviews Azerbaijan’s State Program on Poverty Reduction and Economic Development 2003–2005 (SPPRED). The Poverty Reduction Program in Azerbaijan has attracted an extensive and high degree of interest, matching its complexity and scope. The main objective of the SPPRED is to define and measure poverty in Azerbaijan using a variety of indicators, identify the causes of poverty, and develop a strategy to address these causes. The role of a participatory dimension in the SPPRED is to ensure a comprehensive and genuine process of consultation with the civil society.
