Malta’s rapid growth over the past two decades has gone hand in hand with a significant expansion of the population. This has created bottlenecks in infrastructure, which will need to be addressed. While capacity in energy and water supply is currently adequate, investments in wastewater treatment and solid waste disposal are needed, as well as measures to reduce greenhouse gas emissions. In transport, need for action to ease congestion is urgent, while the costs for a sustainable solution are high and implementation would take time.

Hong Kong SAR’s economy is on a path of gradual but uneven recovery following a protracted period of shocks. While the unemployment rate has declined to historical lows, employment loss has been sizable and domestic demand has remained weak amid tight financial conditions and property market downturn, both locally and in Mainland China. The territory’s integration with Mainland China, including in the context of the Greater Bay Area (GBA) initiative, has significantly increased in recent years, but rising regional competition has put pressure on some of its traditional growth engines, prompting the authorities to pursue new sources of growth, including from innovative, technology-driven sectors.

Housing represents the largest asset and liability, in the form of mortgages, on most national balance sheet. For most households it is their largest investment, and when mortgages are required also represents the largest component of household debt. It is also directly tied to financial markets, both the mortgage market and insurance sector. Although many countries have a rich set of housing censuses and statistics, others have large data gap in this area and therefore struggle to formulate effective policies. This paper proposes an approach to construct a global census of residential buildings using opensource satellite data. Such a layer can be used to assess the extent these buildings are exposed to climate hazards and how their production and consumption, in turn, affect the climate. The approach we propose could be scaled globally, combining existing layers of building footprints, climate and socioeconomic data. It adds to the ongoing effort of compiling spatially explicit and granular climate indicators to better inform policies. As a case study, we compute selected indicators and estimate the extent of residential properties exposure to riverine flood risk for Kenya.

We provide a consistent empirical framework to estimate the net joint effect of emigration and remittances on the migrants’ countries of origin key economic variables (GDP growth and labor force participation), while addressing the endogeneity concerns using novel “shift-share” instrumental variables in the spirit of Anelli and others (2023). Understanding this joint impact is crucial for the Latin America and the Caribbean region that has seen a continuous growth in remittances over the past decades, due to steady emigration, and where remittances represent the largest capital inflows for many countries now. Focusing on the past two decades (1999-2019), this study finds that on average emigration has a negative and statistically significant impact on contemporaneous economic growth and change in labor force participation in the countries of origin across LAC, while remittances partially mitigate this adverse impact—especially on economic growth—resulting in a small negative net joint effect. There are significant differences across subregions for all estimates, with the largest negative effects observed in the Caribbean. In addition, the negative impact of emigration and remittances on the change in labor participation is small, but for the youngest cohort (15-24) is twice as large as for the overall labor force participation. The results are robust to various specifications, variables, and measurements of emigration and remittances.

This paper presents Ghana’s Poverty Reduction and Growth Strategy. The vision of the Agenda For Jobs II (2022–2025) is to create an optimistic, self-confident and prosperous nation, through the creative exploitation of our human and natural resources, and operating within a democratic, open and fair society in which mutual trust and economic opportunities exist for all. The Services sector continues to contribute the highest share of gross domestic product (GDP) despite its decline and varied performance of 47.9 percent in 2020, 48.2 percent in 2019 and 47.0 percent in 2018. Industry’s share of GDP decreased from 33.5 percent in 2018 to 33.2 percent in 2019 and 31.6 percent in 2020. Agriculture’s contribution to GDP increased to 20.5 percent in 2020 from 19.5 percent in 2018 and 18.5 percent in 2019. Key challenges requiring attention include the proliferation of slums due to increased rural–urban migration; poor sanitation and noise pollution; weak enforcement of environmental and mining laws and regulations leading to increased illegal mining, forest degradation and water pollution.

Market income inequality in Japan has been on a steady rise since the 1980s, and is now close to the OECD average. Gross and disposable income inequality, on the other hand, have risen much less but remain higher relative to several comparator countries. This paper employs inequality index decompositions by income source using household panel survey data from 2010-19 to identify the factors driving income inequality in Japan. Results indicate that while increase in the employment of females and the elderly in the last decade has helped lower income inequality, this has been offset by them being mostly employed in low-paid part-time nonregular jobs. Rapid aging of the population has also exacerbated income inequality over time. Moreover, while fiscal redistributive effects of social transfers are found to be a somewhat equalizing force, its impact on inequality is relatively weaker.

This paper presents Islamic Republic of Mauritania’s poverty reduction and growth strategy. With the second Strategy for Accelerated Growth and Shared Prosperity (SCAPP) Action Plan 2021–2025, Mauritania is embarking on a new phase in the implementation of its three-five-year strategy to achieve the vision “The Mauritania we want in 2030.” Mauritania, through its commitment to the implementation of the SCAPP, marks its willingness to initiate a large-scale economic, social and environmental transition, on the path of inclusive growth, economic diversification, social cohesion, respect for fundamental rights and human dignity, peace and respect for the environment. The first Action Plan 2016–2020 demonstrated that the implementation of the SCAPP was able to record convincing results. However, some of the objectives could not be achieved, in particular because of the Coronavirus disease 2019 pandemic, which severely affected the world economy, and therefore the Mauritanian economy, which resulted in the emergence of new priorities. This Action Plan 2021–2025 takes into account the lessons learned from the implementation of the first and implements the necessary measures to support the country in its economic recovery and respond to the decisive challenges of the next 5 years, which will be decisive in the preparation of the third Action Plan and the achievement of the 2030 Goals.

The share of e-commerce in total credit-card spending boomed during Covid in Spain. In particular, women, youth, and urban consumers used e-commerce proportionally more during the pandemic, especially for services. Using a unique proprietary dataset on credit card transactions, we test conjectures about consumers’ behavior (based on fear, hoarding, or learning) during Covid. Overall, e-commerce share reverted to its pre-Covid trend as the pandemic waned. However, some consumers with lower pre-Covid e-commerce usage tend to permanently use more e-commerce, supporting the conjecture of “learning by locking” for these individuals.

At the request of the Ministry of Finance, a mission from the International Monetary Fund visited San Jose. The purpose of the mission was to assess the proposal to a universal basic pension and to estimate its fiscal and welfare impact on the budget, on pension schemes, and on old age income poverty. Costa Rica is entering a demographic transition which will see the old age dependency ratios significantly worsen in the coming 20 years. The long-term financial sustainability of the general social security pension scheme (IVM) is a concern, despite various reforms introduced over the past three decades and the scheme’s reserves are expected to be exhausted by the mid-2030s. The government’s proposal intends to address financial sustainability, the adequacy of coverage and of benefit levels, as well as distributional equity through the introduction of a universal basic pension. The IMF team’s assessment is that the proposal is unlikely to fully meet its stated objectives. The proposal will worsen social security pension scheme’s financial sustainability and create additional financing needs. This will translate into an accelerated exhaustion of IVM reserves and, after the reserves are depleted, require significant adjustments to IVM parameters or higher government transfers. Old age income security may be more effectively addressed, with less pronounced fiscal side-effects, through improving coverage and compliance in IVM and expanding the reach of the social pension scheme. The primary instruments of achieving these goals are: (a) amending the rules undermining compliance with registration and wage reporting regulations in the contributory schemes, (b) improving coordination between tax and contribution collection agencies, (c) amending the regulations governing eligibility for noncontributory social pensions and (d) ensuring the noncontributory social pension is adequately financed.
