The Food Shock Window (FSW) under the Rapid Credit Facility (RCF) and the Rapid Financing Instrument (RFI) was approved in September 2022 for 12 months, as a complement to the tools used by the Fund to support the broader international effort to address the global food shock. The Fund has been working closely with partners to provide a coordinated international response to the global food shock, and has contributed through policy advice, technical assistance and lending. Where needed and possible, financial support to countries affected by the global food shock has been delivered by the IMF through multi-year Fund-supported programs The FSW complemented this support in situations where these programs were not feasible or not necessary. As the global food shock and associated balance of payment pressures are expected to continue throughout 2023, the IMF extended the FSW until end-March 2024 to allow the FSW to continue serving as a contingency tool. This extension will also provide sufficient time to observe if the FSW can lapse without limiting the capacity of the Fund to support its members. To ensure adequate borrowing space under the emergency financing limits for those countries that have received support through the FSW, the IMF also extended the additional 25 percent of quota added to the Cumulative Access Limit until end-2026 for countries that have accessed the Food Shock Window through the RFI and until the completion of the 2024/25 PRGT review for those that accessed the Food Shock Window through the RCF.

This Economic development Document presents an overview of Malawi’s Development Plan. Disappointing results with respect to implementation of Malawi Growth and Development Strategy II have triggered a qualified rethink in Malawi’s development planning process. There is a growing recognition that Malawi needs a more realistic development plan, in terms of both the underlying assumptions and resource availability, as well as with fewer priorities and a greater emphasis on implementation. Climate change has also become a major new factor in this process. The recent formation of a quasi-independent National Development and Planning Commission is expected to help in improving the independence of the planning process in Malawi.

According to MGDS-II, certain major factors such as Malawi’s vulnerability to external shocks, inadequate policy response, and weak implementation capacity have hindered growth and development of the economy. The political risks resulting from the upcoming 2014 tripartite elections have also been cited as a major issue. The report suggests that the government should look into the issues of corruption. IMF staffs has put forth certain guidelines that need to be followed when the first Annual Progress Report is prepared.

The objective for net foreign assets was discussed in this paper. Macroeconomic performance under the PRGF arrangement was broadly discussed. Several developments during the second half of 2005/2006 required the authorities to strengthen financial management controls and to make other policy adjustments. To meet additional humanitarian needs, the government expanded its food security operations. The authorities are working with IMF staff and other stakeholders to redefine pro-poor spending for 2006/2007. The government has taken further steps to ensure the viability of the pension system.

The government of Malawi has finalized its third annual progress report (APR) of Malawi’s Poverty Reduction Strategy (MPRS) for the period July 2004 to December 2005. The government’s strategy as described in the MPRS focuses on reducing poverty through creating a stable macroeconomic environment and undertaking activities in four interrelated pillars. IMF staff recommends that in future processes, extra effort is made to ensure greater participation by the private sector and key members of parliament. The food security crisis was deeper than anticipated, leading to higher expenditures.

This 2004 Article IV Consultation highlights that Malawi's real GDP grew by an annual average of 3 percent in 2002–03. Agricultural production rebounded from the drought in 2001, but the 2004 harvest was affected by a drought. Macroeconomic imbalances, high interest rates, and infrastructure constraints have adversely affected the non-agricultural economy. Malawi’s performance under the Poverty Reduction and Growth Facility (PRGF) arrangement, approved in December 2000, was disappointing. The authorities have requested IMF staff to monitor their economic program to establish a track record that could lead to a new PRGF arrangement.

This joint staff assessment evaluates the strengths and weaknesses of Malawi’s poverty reduction strategy (MPRS), and considers whether the PRSP provides a sound basis for concessional assistance from the World Bank and IMF, as well as for debt relief under the Enhanced Heavily Indebted Poor Countries (HIPC) Debt Initiative. The annual review of the MPRS highlighted the reduced allocation of budgetary resources to pro-poor activities and the slow progress made in implementing structural and sectoral policy measures, and assesses that the implementation of the MPRSP has been unsatisfactory.

This paper assesses Malawi’s Use of IMF Resources and Request for Emergency Assistance. The food shortage in early 2002 in Malawi has caused immense human suffering. IMF staff endorses the authorities’ decision to undertake large-scale food imports to complement the humanitarian aid efforts. Moreover, as effective targeting mechanisms are not available, the IMF staff supports the provision of a price subsidy as the most efficient way of reaching the poor who do not benefit from humanitarian aid.
