This document outlines the initiation and early stages of a Technical Assistance project designed to enhance the capacity of Mauritania's National Committee on Public Debt (CNDP) in the areas of public debt projection and analysis. Following a request from Mauritanian authorities, IMF ICD staff engaged in comprehensive virtual discussions with the CNDP's Technical Committee in September 2023. A subsequent mission to Nouakchott in January 2024 evaluated the existing capacity and resources at the CNDP for public debt projection and debt sustainability analysis. The IMF team proposed adopting the IMF’s Public Debt Dynamics Tool (DDT), customized for Mauritania's specific economic conditions. This recommendation aims to assist the CNDP in generating reliable medium-term debt projections and analyzing risk scenarios. These scenarios include the impact of natural disasters and explore fiscal adjustment strategies via the non-extractive primary balance to achieve targeted debt levels.

In this study, the ex post assessment (EPA) of longer program engagement with Mauritania is discussed. From this program, macroeconomic stability has been achieved. EPAs are intended to provide an opportunity to step back from continuing program relations to consider an analysis of the economic problems facing the country, review progress under IMF-supported programs, and draw forward-looking lessons for future IMF engagement. The newly designed poverty reduction strategy and ECF-supported program addresses the challenges identified by the EPA.

This paper presents the Fund’s net income outcome for FY 2010. The actual outcomes in this paper follow the closing of the Fund’s accounts for the financial year and completion of the FY 2010 external audit conducted by Deloitte & Touche, the Fund’s external auditor. The paper also provides an update on the restructuring costs incurred during FY 2010.

In light of the multilateral effort to ensure the adequacy of the financial resources available to the International Monetary Fund (the “Fund”), and with a view to supporting the Fund’s ability to provide timely and effective balance of payments assistance to its members, the Swedish Riksbank (“Riksbank”) agrees to lend to the Fund an SDRdenominated amount up to the equivalent of EUR 2.47 billion, on the terms and conditions set out in this paper.

In March 2009, the Fund established a new Framework Administered Account to administer external financial resources for selected Fund activities (the “SFA Instrument”). The financing of activities under the terms of the SFA Instrument is implemented through the establishment and operation of a subaccount within the SFA. The subaccount for the West Africa Regional Technical Assistance Center (AFRITAC West) would be the fourth one under the SFA. This paper requests Executive Board approval to establish the AFRITAC West subaccount under the terms of the SFA Instrument.

This paper responds to the Board’s request for an assessment of eligible countries that could qualify for Fund debt relief under the MDRI once the requisite consents and requests have been received. Directors requested that, by end-2005, staff prepare, in collaboration with the World Bank, an assessment of the 18 post-completion point HIPCs, as well as eligible non-HIPCs, and propose for Board consideration a list of members that would qualify immediately for MDRI debt relief. Directors also requested that, for those members that do not presently meet the MDRI qualification criteria, remedial measures be expressly identified that would allow them to qualify for MDRI relief.

This paper examines a number of structural factors affecting the external debt sustainability of HIPC completion point countries. It shows that (i) while comparing favorably with other lowincome countries, the policy and institutional frameworks of completion point countries in general are still relatively weak, and their debt management practices remain inferior to international standards; and (ii) their export base remains narrow and fiscal revenue mobilization lags behind, even compared with many other low-income countries. Achieving and maintaining long-term debt sustainability in completion point countries will require continued structural reforms, timely donor support, and close monitoring of new borrowing in support of sound macroeconomic policies.
