In March 2009, the Fund established a new Framework Administered Account to administer external financial resources for selected Fund activities (the “SFA Instrument”). The financing of activities under the terms of the SFA Instrument is implemented through the establishment and operation of a subaccount within the SFA. The subaccount for the West Africa Regional Technical Assistance Center (AFRITAC West) would be the fourth one under the SFA. This paper requests Executive Board approval to establish the AFRITAC West subaccount under the terms of the SFA Instrument.

A healthy and dynamic financial sector is essential to achieving high and sustainable economic growth in the Maghreb region-Algeria, Libya, Mauritania, Morocco, and Tunisia. Financial integration within the Maghreb region will help deepen financial markets, increase their efficiency, and enhance the resilience of economies to shocks. It can also play a catalyst role for the global financial integration of the Maghreb region. This paper provides an overview of the financial systems, takes stock of the reform effort and highlights the challenges ahead, and examines the prospects for financial integration in the five Maghreb countries.

On November 17, Timothy Geithner took over as head of the Federal Reserve Bank of New York after serving for two years as Director of the IMF’s Policy Development and Review Department. Before that, he worked from 1988 to 2001 in the U.S. Treasury, including as Under Secretary for International Affairs. He spoke with Laura Wallace about the IMF’s strengths and weaknesses, and lessons on managing and resolving crises.

In preparation for the 2003 IMF-World Bank spring meetings, the IMF Executive Board will review progress on the IMF’s efforts and plans to help poor countries further. The IMF Survey talked to Masood Ahmed, Deputy Director of the IMF’s Policy Development and Review Department, about this effort.

This Selected Issues paper covers three topics of particular relevance to Mauritania: export competitiveness and exchange rate policy, the monetary policy framework, and the transfer of government deposits from commercial banks to the central bank. The paper reports on the recent economic developments over 1999–2001. It describes a stable macroeconomic environment with robust growth, low inflation, manageable current account deficits, and a comfortable level of gross foreign reserves. The paper also looks at the issue of export competitiveness and exchange rate policy.
