On November 17, Timothy Geithner took over as head of the Federal Reserve Bank of New York after serving for two years as Director of the IMF’s Policy Development and Review Department. Before that, he worked from 1988 to 2001 in the U.S. Treasury, including as Under Secretary for International Affairs. He spoke with Laura Wallace about the IMF’s strengths and weaknesses, and lessons on managing and resolving crises.

The IMF has added its voice to the debate over the euro area’s Stability and Growth Pact (SGP), urging the three largest countries—France, Germany, and Italy—to rein in their fiscal deficits. It also trimmed its economic growth forecasts for the 12-nation monetary union and urged the European Central Bank (ECB) to adopt a bias toward lowering interest rates.

Systemic bank restructing aims to improve bank performance - that is, restore solvency and profitability, improve the banking system's capacity to provide financial intermediation between savers and borrowers, and restore public confidence. The authors of this studyanalyzed the experiences of 24 countries that initiated reforms in the1980s and early 1990s.
