Madagascar is exposed to a multitude of climate hazards such as tropical cyclones, droughts, and floods, which cause significant damage to key sectors, thereby undermining development efforts. Madagascar continues to develop strategies and policies for addressing climate change, including commitments under the Nationally Determined Contribution, natural disaster risk management, adaptation measures, and ongoing public financial management and public investment management reforms. Resilience to climate shocks and natural disasters can only be achieved through a combination of climate measures, public investment efficiency measures and public investments in both human capital and resilient infrastructure.

At the request of the Ministry of the Economy and Finance (Ministère de l’Économie et des Finances (MEF)) and in consultation with the African Department (AFR) of the International Monetary Fund (IMF), the IMF Statistics Department (STA) carried out a remote mission on government finance statistics (GFS) from November 29–December 10, 2021. The purpose of the mission was to continue to support the Malagasy authorities in their work to adopt international standards of the Government Finance Statistics Manual 2014 (GFSM 2014) for their GFS. The mission would like to thank the Research Directorate (Direction des Études (DE)) of the Directorate General of the Treasury (Direction Générale du Trésor (DGT)) for its close collaboration and more specifically for the timely communication of the required documents, which was essential to the success of the mission given the remote working conditions.

This Selected Issues paper analyses tax revenue mobilization potential in Madagascar and lessons learned from successful episodes in sub-Saharan African (SSA) countries. The analysis shows that there is a significant tax potential including through a possible broadening of the tax base, notably for consumption taxation; and underscores the importance of a comprehensive revenue strategy, including by combining reforms in tax policy and in tax and customs administrations. Significant progress has been made in terms of organization, simplification of procedures, management, and dialogue with the taxpayers. Communication between the two tax administrations could be improved. The tax administrations should notify each other if a case of fraud. Also, the domestic tax administration should have access to customs import/export data: many importers are active and make customs declarations without being identified by the domestic tax administration. Given the weaknesses in the provision of public services, social dialogue and consultation are important to explain the rationality of the tax system and the use of the tax revenue by the State.

This Selected Issues paper surveys the economic costs of corruption in Madagascar, and provides a few ideas on how to advance anticorruption reforms. Madagascar’s governance indicators weakened significantly during the transition period 2009–13. Governance indicators that generally were on par with middle-income countries in Sub-Saharan Africa (SSA) ten years ago have regressed and converged to the average of fragile SSA countries. After the return of constitutional order in 2014, the government has started to address corruption, mainly through the introduction of new laws so far. More emphasis is needed on effective implementation and raising sufficient resources to fight corruption.

This Economic Development Document describes the strategy adopted by the government of Madagascar to reverse the trend of modest economic performance, deteriorating social conditions, and persistent poverty observed in recent years. This strategy addresses the underlying causes of poverty. The primary aim of the fiscal policy is to increase revenue and rationalize budget expenditure to provide ample margins to finance priority spending, specifically social and infrastructure spending. The priorities are to expand the tax base and continuing reform of tax and customs administration, and to eliminate the causes of inefficient public expenditure. The monetary policy is given the role of regulating domestic liquidity to normalize trends in economic activities and achieve the inflation targets of less than 10.0 percent.

The report examines the annual report of Madagascar’s Poverty Reduction Strategy Paper. Madagascar’s economic situation has been characterized by steady growth estimated at 5.0 percent on average against an average annual demographic growth rate of 2.8 percent. However, the living standard of the population as captured by the indicators related to the big objectives of the Madagascar Action Plan has not kept up with this pace. The organic law on public finances and the new code of public procurements have become more effective.

The Poverty Reduction Strategy Papers (PRSPs) on the Republic of Madagascar explain the Madagascar Action Plan (MAP) to accelerate and better coordinate the development process. The National Leadership Institute of Madagascar (NLIM) was created in 2006 to provide cutting-edge training to build leadership capacity at all levels of government and for all sectors of society. The Economic Development Board of Madagascar (EDBM) is charged with ensuring that the business climate of Madagascar is attractive for companies and conducive for the success of private enterprises.
