Abstract

The speeches made by officials attending the IMF–World Bank Annual Meetings are published in this volume, along with the press communiqués issued by the International Monetary and Financial Committee and the Development Committee at the conclusion of the meetings.

At its Spring Meeting, the IMFC reiterated the importance of implementing the program of quota and voice reforms in line with the timetable set out by the Board of Governors in Singapore.2 The Committee welcomed the initial informal Board discussions on a new quota formula and stressed the importance of agreeing on a new formula, which should be simple and transparent and should capture members’ relative positions in the world economy. It noted that this reform would result in higher shares for dynamic economies, many of which are emerging market economies, whose weight and role in the global economy have increased. The Committee also stressed the importance of enhancing the voice and participation of low-income countries, a key issue for which is an increase in basic votes, at a minimum preserving the voting share of low-income countries. The Committee called on the Executive Board to continue its work on the reform package as a matter of priority.

This supplement responds to requests made by two Executive Directors for quota calculations based on two alternative approaches:

At the Executive Board discussion of quota and voice reform in July, which built upon two earlier informal seminars, Directors highlighted the need to make significant further progress in the coming months.2 This would enable the Executive Board to report concrete and substantial progress to the Board of Governors at the Annual Meetings. It was envisaged that the period leading up to the Annual Meetings would be used to begin to resolve the remaining areas of difference and focus on the main choices that need to be made. In that vein, staff and management were to consider how the views expressed and guidance provided by Directors so far could be built upon to identify more concretely the scope for specific proposals.

This Joint Staff Advisory Note discusses the Poverty Reduction Strategy Progress (PRSP) Reports for Serbia and Montenegro. Although the strong economic growth in recent years in Serbia has improved average living standards, the reports note that its impact on poverty reduction remains inconclusive. The increases in real wages and pensions have boosted household incomes and consumption, according to the national accounts statistics. There are growing regional disparities, with Belgrade increasing its advantage over the rest of the country.

This paper discusses the First Progress Report on the implementation of the Poverty Reduction Strategy (PRS) in Serbia. The Poverty Reduction Strategy Paper (PRSP) for Serbia and its implementation complement the efforts of Serbia in the European Union integration process. The PRSP also includes a focus on the need to reform the public administration with the goal of increasing the efficiency and transparency of policy coordination and governance in implementing the programmatic documents of the Republic of Serbia as well as in improving the way of governing the overall and public sector policies.

This paper presents the Joint Staff Assessment of Serbia and Montenegro’s Poverty Reduction Strategy Paper (PRSP). The PRSP for Serbia and Montenegro comprises a union-level overview and a PRSP for each of the two republics. The Montenegrin PRSP is broadly in line with the Agenda of Economic Reforms, the key government document setting priorities. The Serbian PRSP is also broadly consistent with other government strategies and plans, including “Serbia on the Move,” a document presented at a donor coordination meeting in November 2003.
