This Selected Issues paper examines the performance of Uruguay’s exports, external balances, and relative price movements over the past decade and applies the IMF’s standard external sector assessment tools to Uruguay. The results indicate that Uruguay has made important strides in export performance, including expanding markets shares over the past decade, driven by trade competitiveness gains. The current account deficit has remained well contained and more than fully financed by foreign direct investment over the past decade, notwithstanding external shocks. At the same time, the real exchange rate has appreciated strongly in recent years. Standard IMF equilibrium real exchange rate valuation models also suggest that the Uruguayan peso is slightly stronger than its equilibrium level.

The Early Warning Exercise (EWE) draws together a combination of analytical techniques, practical experience, seasoned judgment and unique databases in order to assess the potential consequences associated with economic and financial tail risks. There are several key features of the exercise. First, the exercise aims to help prevent the occurrence of financial crises and to limit their potential damage, not to predict the timing of crises. Second, coverage is fairly comprehensive, including both advanced and emerging economies. Third, the EWE is based on rigorous analysis and cutting-edge techniques, but it uses a holistic approach, drawing also various other tools rather than relying on a single crisis model. Fourth, it combines empirical analysis with forward-looking thinking, based on inputs from key policymakers and academics, in-depth real-world knowledge from practitioners, and seasoned judgment from IMF experts. The primary purpose of the EWE is to identify as early as possible the buildup of underlying vulnerabilities that predispose a system to a crisis, so that corrective policies can be implemented and contingency plans put in place.

El año pasado el Hemisferio Occidental tuvo un sólido desempeño económico, a pesar de que en los últimos trimestres el crecimiento de Estados Unidos fue más lento. ¿Se pueden mantener estos resultados, y qué desafíos enfrenta la región? Al examinar las perspectivas y los riesgos macroeconómicos, este informe presta especial atención a la influencia del contexto externo en América Latina, y aborda la cuestión de si América Latina ha logrado dejar atrás su historial de retrocesos periódicos del crecimiento.

Abstract

The past year has been one of strong economic performance for the Western Hemisphere, notwithstanding somewhat slower growth in the United States in recent quarters. Can this performance be sustained, and what challenges does the region face? Reviewing macroeconomic prospects and risks, this report pays particular attention to the influence of the external environment on Latin America, and addresses the question of whether Latin America has now succeeded in breaking with its history of periodic growth reversals.

This paper presents a snapshot of changes in the world’s health and demographic conditions. The paper highlights that in most parts of the world, individuals are healthier and living longer, thanks to improved health services and living conditions and the more widespread use of immunization, antibiotics, and better contraceptives. Although this trend is likely to continue, hopes are fading in some regions where progress slowed or stopped in the 1990s, primarily as a result of the AIDS epidemic. Moreover, most regions of the developing world will not reach the Millennium Development Goals for health by 2015.
