Abstract

During FY2014, the IEO produced two evaluations: IMF Forecasts: Process, Quality, and Country Perspectives, which was discussed by the Executive Board in February, and Recurring Issues from a Decade of Evaluation: Lessons for the IMF, which is scheduled for discussion early in FY2015. The IEO also issued an update of the 2005 evaluation of IMF technical assistance, and published the two updates on prolonged use of IMF resources and fiscal adjustment in IMF-supported programs issued in last year’s Annual Report.

Abstract

This independent evaluation of the IMF’s role and performance in the determination and use of aid to low-income countries in sub-Saharan Africa is presented at a ground-level view. Country performance has improved in many sub-Saharan Africa countries over the period, and the report details the role of the IMF’s programs, as well as perceptions of that role. The report is an important contribution to following through on the IMF’s commitment to its Poverty Reduction Strategy and makes three main recommendations for improving the coherence—actual and perceived—of the IMF’s policies and actions relating to aid to sub-Saharan Africa going forward.

Abstract

This paper presents a summary of the report by the Independent Evaluation Office (IEO) that evaluates IMF multilateral surveillance. Owing to the substantial cost to IMF of multilateral surveillance, and the key role that the IMF plays in ensuring a more stable world economy, the IEO conducted an evaluation of the IMF’s multilateral surveillance activities for 2000–05. Its evaluation report commends the analytical quality of the individual components of multilateral surveillance but sees considerable scope for better coordinating these components. It also offers several suggestions for improving the effectiveness of multilateral surveillance.
