This Detailed Assessment of the Observance of Core Principles for Systemically Important Payment Systems (CPSS), Belarus Interbank Settlement System (BISS): RTGS Service on the Republic of Belarus reviews the core principles for systematically important payment systems. BISS offers the possibility to reserve funds in view of being used for certain specific purposes. Financial market activities in Belarusian rubel are limited, but potentially emerging. Although the Belarus Bankers Association in principle provides a forum for cooperation between banks, in payment system issues, it currently does not play an important role.

This paper assesses the status of financial development in Emerging Europe, analyzes the factors that have shaped it, and discusses policy priorities. Financial development has progressed to varying degrees across the region. Macroeconomic stability and institutional quality have been important factors. Going forward, the EU integration process is likely to propel further reforms and shape financial development in EU members. In non-EU emerging economies the focus should be on maintaining macroeconomic stability and strengthening law enforceability. Creating a well-functioning government securities market, reinforcing corporate governance and creditor rights protection, and promoting the emergence of institutional investors would be beneficial.

La crisis financiera internacional de 2007-09 puso de manifiesto la importancia de las estadísticas fiables y puntuales sobre los sectores público y del gobierno general. Las estadísticas de finanzas públicas son uno de los fundamentos del análisis fiscal y desempeñan un papel vital en la formulación y el seguimiento de programas fiscales sólidos y en la supervisión de las políticas económicas. El Manual de estadísticas de finanzas públicas 2014 es un importante paso hacia la aclaración de las normas de compilación y presentación de estadísticas fiscales, y respalda el esfuerzo que se está llevando a cabo a escala mundial para mejora la declaración de datos y la transparencia del sector público.

Belarus was experiencing an economic crisis after the expiration of a Stand-By Arrangement in March 2010. Its policies were loosened significantly, and consequently the account deficit increased and pressure on reserves intensified. The authorities agreed with the Eurasian Economic Community’s Anti-Crisis Fund (ACF), which announced measures including tightening of macroeconomic policies and structural reforms. Executive Directors urged the authorities to restore external stability through further fiscal and monetary policy tightening. Directors stressed that the financial support will require demonstrated commitment to strong policies and structural reforms.
