In many countries, poverty and environmental problems are mutually reinforcing. The only way to break this vicious cycle is to promote sustainable economic growth, which is one of the IMF’s core objectives. To highlight possibilities for sustainable growth and environmentally friendly policies, the Statistics Department and the IMF Institute hosted a seminar on the environment and its implications for the IMF. The immediate motivation for the seminar was a new handbook on environmental accounting: Integrated Environmental and Economic Accounting 2003 (IEEA, 2003), now in its final draft version. Five international organizations—the United Nations (UN), the European Commission, the IMF, the Organization for Economic Cooperation and Development (OECD), and the World Bank—worked with the London Group on Environmental Accounting (mainly composed of national statisticians with an interest in environmental accounts) to draft and publish the handbook. Adriaan Bloem and Russel Freeman, both from the IMF’s Statistics Department, give an account of the seminar’s main findings.

Why have some African countries attracted large amounts of foreign direct investment? In a recent IMF study, Foreign Direct Investment in Africa—Some Case Studies, Anupam Basu of the African Department and Krishna Srinivasan of the International Capital Markets Department find that, while natural resources, locational advantages, and targeted policies can lure investors, political and macroeconomic stability and structural reforms have been consistently important factors in attracting FDI to the region.

Until the early 1990s, fiscal federalism—fiscal relations between different levels of government—was a largely unexplored area of fiscal policy. But over the past decade a trend toward decentralization and institutional reforms in the European Union, selected east European countries (including the former Yugoslavia), and Latin American and African countries has helped make fiscal federalism an increasingly hot topic. The Handbook of Fiscal Federalism—edited by the IMF’s Ehtisham Ahmad and the University of Turin’s Giorgio Brosio, and the focus of a November 15 IMF book forum—collects the latest thinking and applies a practical approach to a topic that clearly has political economy implications.
