Abstract
This book is the first in a series of Virtual Training to Advance Revenue Administration (VITARA) reference guides that has been developed based on the contents of the VITARA online modules. This reference guide focuses on how a tax administration can benefit from the application of strategic management: the process of setting long–term objectives, implementing initiatives to achieve them, and measuring their success. Strategic management is a critical planning, communication, and management discipline. A strategically managed tax administration is forward looking and is equipped to respond to challenges arising from a continually changing external environment. This guide is divided into five chapters highlighting key concepts, processes, and good practices relating to the strategic management of a tax administration.
Abstract
The 2022 Annual Report of the IMF Committee on Balance of Payments Statistics (the Committee) provides an overview of recent trends in global balance of payments and international investment position statistics, on this occasion with special emphasis on the significant effects of the pandemic on selected balance of payments components, particularly cross-border trade, tourism, and financial flows. The Report also summarizes the Committee’s work and presents the work program for the coming year.

En la Actualización de Perspectivas de la economía mundial de enero de 2023 se proyecta que el crecimiento mundial descenderá a 2,9% en 2023 para luego repuntar a 3,1% en 2024. El pronóstico para 2023 es 0,2 puntos porcentuales más alto que el vaticinado en la edición de Perspectivas de la economía mundial de octubre de 2022, pero inferior a la media histórica. Las crecientes tasas de interés y la guerra en Ucrania continúan lastrando la actividad económica. La reciente reapertura de China ha desbrozado el camino hacia una recuperación más veloz de lo previsto. Se prevé que la inflación mundial disminuya a 6,6% en 2023 y 4,3% en 2024, es decir, niveles aún superiores a los observados antes de la pandemia.

D’après les projections de la mise à jour de janvier 2023 des Perspectives de l’économie mondiale, la croissance mondiale devrait chuter à 2,9 % en 2023, avant de remonter à 3,1 % en 2024. La projection pour 2023 dépasse de 0,2 point de pourcentage celle de l’édition d’octobre 2022 des Perspectives de l’économie mondiale, mais reste inférieure à la moyenne historique. La hausse des taux d’intérêt et la guerre en Ukraine continuent de peser sur l’activité économique. La récente réouverture de l’économie chinoise ouvre la voie à une reprise plus rapide que prévu. L’inflation mondiale devrait baisser pour s’établir à 6,6 % en 2023 puis à 4,3 % en 2024, encore au-dessus des niveaux qui prévalaient avant la pandémie.
Abstract
The January 2023 World Economic Outlook Update projects that global growth will fall to 2.9 percent in 2023 but rise to 3.1 percent in 2024. The 2023 forecast is 0.2 percentage point higher than predicted in the October 2022 World Economic Outlook but below the historical average. Rising interest rates and the war in Ukraine continue to weigh on economic activity. China’s recent reopening has paved the way for a faster-than-expected recovery. Global inflation is expected to fall to 6.6 percent in 2023 and 4.3 percent in 2024, still above pre-pandemic levels.

В январском выпуске Бюллетеня «Перспективы развития мировой экономики» за 2023 год прогнозируется, что темпы глобального экономического роста замедлятся до 2,9 процента в 2023 году, но ускорятся до 3,1 процента в 2024 году. Прогноз на 2023 год повышен на 0,2 процентного пункта по сравнению с прогнозом, содержащимся в докладе «Перспективы развития мировой экономики» от октября 2022 года, но он ниже исторического среднего показателя. Рост процентных ставок и война в Украине продолжают оказывать давление на экономическую активность. Вновь открывшаяся недавно экономика Китая создала условия для более быстрого, чем ожидалось, восстановления. Глобальная инфляция, как ожидается, снизится до 6,6 процента в 2023 году и 4,3 процента в 2024 году, оставаясь выше уровней, наблюдавшихся до пандемии.

تشير توقعات عدد يناير 2023 من مستجدات آفاق الاقتصاد العالمي إلى هبوط النمو العالمي إلى 2,9% في 2023، على أن يرتفع إلى 3,1% في 2024. وتمثل تنبؤات 2023 ارتفاعا بمقدار 0,2 نقطة مئوية عما كان متوقعا في عدد أكتوبر 2022 من تقرير آفاق الاقتصاد العالمي وإن كان أقل من المتوسط التاريخي. ولا يزال النشاط الاقتصادي يعاني تحت وطأة ارتفاع أسعار الفائدة والحرب في أوكرانيا. وقد مهدت إعادة فتح الاقتصاد مؤخرا في الصين سبيل التعافي بوتيرة أسرع مما كان متوقعا. وتشير التوقعات إلى انخفاض التضخم العالمي إلى 6,6% في 2023 و4,3% في 2024، وهما نسبتان تظلان أعلى من مستويات ما قبل الجائحة.

2023年1月の世界経済見通し改訂版によると、世界経済の成長率は2023年に2.9％に鈍化するが、2024年は3.1％に加速する。2023年の予測は、2022年10月の世界経済見通し時点から0.2％ポイント上方改定されたものの、歴史的な平均を下回っている。金利上昇と、ウクライナでの戦争が引き続き、経済活動の重しとなった一方、中国が最近、国境を再開したことで、当初予想より速い回復の道筋がついた。世界のインフレ率は2023年に6.6％へ、2024年に4.3％へ鈍化する見込みだ。両年とも依然としてパンデミック前の水準を上回っている。
