At the request of the Suriname authorities, a remote technical assistance (TA) mission took place during December 6–17, 2021. The mission was conducted in coordination with the IMF’s Western Hemisphere Department. The main objective of the mission was to assist the Ministry of Finance and Planning (MFP) and the Central Bank of Suriname (CBS) to improve the quality of the Government Finance Statistics (GFS) in view of the IMF program. The main tasks were to (i) conduct a diagnostic assessment of the current GFS and public debt compilation process,(ii) explain and reduce statistical discrepancies, (iii) analyze data on arrears and reassess their treatment in GFS, (iv) review the integration of stocks and flows of the gross debt; and (v) update the public sector institutional table, and (vi) deliver a workshop on GFSM 2014 framework and (PSDS).
At the request of the Ministry of Economy and Finance (MEF) and in consultation with the Africa Department (AFR) of the International Monetary Fund (IMF), a remote Government Finance Statistics (GFS) mission from the Statistics Department (STA) took place in Madagascar from October 26 to November 13, 2020. The objective of this mission was to continue supporting the authorities in their project to adopt international GFS standards based on the methodology of the Government Finance Statistics Manual 2014 (GFSM 2014) and the Public Sector Debt Statistics Guide (PSDSG) and to improve GFS in general.
At the request of the Central Bank of Uruguay (BCU), and with the support of the International Monetary Fund’s (IMF’s) Western Hemisphere Department (WHD), a monetary and financial statistics (MFS) technical assistance (TA) mission from the IMF’s Statistics Department (STA) visited Montevideo during February 3-14, 2020. The main objectives of the mission were to: (i) review available source data for other financial corporations (OFC); in particular, insurance corporations (IC), pension funds (PF), and credit administration companies (CAC); and (ii) compile standardized monetary statistics for OFC (report form SRF 4SR) in line with the 2016 Monetary and Financial Statistics Manual and Compilation Guide (MFSMCG). The officials met during the mission are listed in Appendix I.
The contents of this report constitute technical advice provided by the staff of the IMF to the authorities of the Republic of Belarus in response to their request for technical assistance. The principal purposes of the mission were to review with the National Statistical Committee of the Republic of Belarus (Belstat) current data sources; identify data sources that needed to be improved; demonstrate how to construct the tables; and prepare a work plan. The mission noted a few instances where the data could be improved through the provision of more detail or verification that the classification had been done correctly. The mission worked with Belstat staff to show how the currently available data sources should be used to compile sector balance sheets and how to use these data to construct the sector financial accounts. The mission recommended that Belstat prepare the financial balance sheets (FABS) for 2017 using the data presently available. The mission recommended that Belstat staff be encouraged to apply for courses on the FABS, such as those offered by the IMF.
This 2019 Article IV Consultation with Turkey discusses that economic growth has since resumed, buoyed by expansionary fiscal policy, rapid credit provision by state-owned banks, and more favorable external financing conditions. The lira also recovered as market pressures abated. Import compression and a strong tourism season have contributed to a remarkable current account adjustment. Inflation has fallen sharply, and the central bank cut policy rates by 1000 basis points since July 2019. Inflation peaked at around 25 percent—five times the target—in October 2018 due, in large part, to high exchange rate passthrough and rising inflation expectations. However, strong base effects, relative lira stability, and a negative output gap have since contributed to a steep inflation decline, although inflation expectations remain well above target. State-owned banks are supporting rapid credit growth. While private banks have cut back on their lending, state-owned banks have engaged in a major credit expansion which picked up pace in early-2019.
This Technical Assistance Report on Djibouti provides details of IMF mission to aid on the financial soundness indicators (FSI). The mission achieved the said objectives and assisted the Banking Supervision Unit (BSU) officials in the preparation of the FSI production files and the development of the metadata files. The mission held constructive discussions with the Central Bank of Djibouti staff on various other aspects of the production of statistics aimed at improving the quality of the data produced. These discussions led to the preparation of an action plan identifying the main improvements to be pursued or undertaken, with the following priority recommendations. The report also highlights that the microfinance sector is growing in Djibouti; however, access to financing remains very limited. A review of the Call Report forms revealed a number of inconsistencies. The report recommends that the BSU staff participate regularly in the FSI courses organized by the IMF.
This Technical Assistance report on Jordan discusses that financial system of Jordan is dominated by other depository corporations (ODC), which constitute around 63 percent of the financial system’s assets. The technical assistance mission delivered objectives and agreed with the authorities on an action plan to improve the country’s monetary statistics. Some progress has been made in the Central Bank trial accounts regarding the sectorization and classification of the financial instruments. The Central Bank of Jordan (CBJ) has made substantive progress in improving human resource skills among staff. The accounting principles are found to be broadly in line with the methodology of the IMF with some departures related to market valuation. The accounting and valuation methodology implemented by the ODCs in Jordan are broadly in line with the recommended compilation practices identified in the Monetary and Financial Statistics Manual and Compilation Guide. Considering the change in the source data since 2014, the mission re-mapped the source data, using data from the aggregated balance sheet of the banking sector and the accompanying schedules through a bridge table. The mission built a time series for all the required data and created a tool linking the data to the Standardized report forms. The tool provides CBJ staff with a simpler method for data compilation.
This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist Rwandan authorities in compiling annual government finance statistics (GFS) for the general government for FY2015/16 and high-frequency GFS for the budgetary central government and central government. It was observed that the annual GFS compilation is on track and even exceeding the expectations. The compilation of high frequency data should now be the focus of the authorities’ efforts. Quarterly Central Government data are expected to be compiled within 60 days for FY2017/18. Monthly BCG data are already compiled within 30 days from end of the period. In both cases, the Rwandan authorities have made some initial progress.
This Technical Assistance Report discusses the recommendations made by the IMF mission to assist the Central Bank of Bosnia Herzegovina (CBBH) in the compilation and dissemination of government finance statistics (GFS) in accordance with the guidelines of the Government Finance Statistics Manual 2001 and its update. It is recommended that the legal basis for the collection of GFS data by the CBBH should be strengthened to get more easily access to (confidential) data which serve as input for GFS. The production of GFS could benefit from more cooperation between the CBBH, the Ministries of Finance, and the National Bureau of Statistic. A permanent working group of compilers of macroeconomic statistics in different institutions should be set up to this aim.
