A careful review has revealed significant scope to modernize and better align the MAC DSA with its objectives and the IMF’s lending framework. This note proposes replacing the current framework with a new methodology based on risk assessments at three different horizons. Extensive testing has shown that the proposed framework has much better predictive accuracy than the current one. In addition to predicting sovereign stress, the framework can be used to derive statements about debt stabilization under current policies and about debt sustainability.

This Technical Assistance report on El Salvador highlights analysis on the Monthly Volume Indicator of Economic Activity (IMVAE) and institutional sector accounts mission. The mission reviewed the process followed by the National Accounts Department team to consolidate the IMVAE and compile the economic activity indicators established in accordance with the recommendations of the previous mission carried out in September 2017. It found a very thorough analysis and review of the basic statistics available for measuring that indicator. Particularly noteworthy is the magnitude of the interinstitutional effort to provide new information gleaned from the results of the Monthly and Quarterly Economic Surveys, conducted by the Directorate General of Statistics and Censuses with Central Reserve Bank of El Salvador support. The mission suggested to continue to apply the methodology established for compiling and continuously updating the IMVAE, while constantly analyzing the consistency, quality, and timeliness of the calculation of the indicator and its alignment with quarterly data and ensuring that it is consistent with the concepts and guidelines underlying Quarterly National Accounts aggregates.

A Technical Assistance (TA) Mission from the Regional Technical Assistance Center for Central America, Panama, and the Dominican Republic, visited the city of San Salvador, El Salvador, on August 13–24, 2018, to provide TA to the Central Reserve Bank of El Salvador (BCRES) on compiling annual accounts by institutional sectors (AAIS) from 2014 onwards, as part of the data series from the base year of 2005. In March 2018, the BCRES published a dataset of quarterly and annual national accounts series by economic activity; a monthly volume indicator; backcasted series from 1990–2014; and Supply and Use Tables (SUT) from 2005 and 2014, with a base year of 2005. As part of the dataset to be prepared and disseminated in the new 2005 base year, the authorities requested TA to compile annual accounts focusing on institutional sectors starting in 2014.

Abstract

Abstract: Accelerating economic growth in Central America, Panama and the Dominican Republic (CAPDR) remains an elusive task. While the region performed relatively well in the post-global financial crisis period, over the last five years obstacles to growth have become more evident and new challenges have emerged. In response, the region has strengthened macro-financial frameworks but more progress will be required to pave the way to sustained growth and prosperity. This book considers the structural factors underlying the region’s growth outlook and assesses its macroeconomic and financial challenges to help shape the policy agenda going forward. The book first identifies the structural determinants of growth in the region related to: capital formation; employment; demographic factors, including immigration; productivity; and violence. It then highlights the importance of creating fiscal space through the design and implementation of fiscal rules and mechanisms to increase accountability (better quality of public spending, adequate policies to reduce income inequality and sustainable retirement plans). Finally, it presents recent evidence on the importance of a supportive financial sector for growth (including through financial inclusion and development).

Although there are several measures of fiscal transparency, none provides satisfactory information on certain issues of macroeconomic relevance, including whether fiscal data are available for all of general government, whether the government reports a balance sheet, and whether spending and revenue are reported on a cash or accrual basis. Drawing on government finance statistics reported to the IMF, this paper presents a new database of fiscal transparency for 186 countries in 2003–13 and derives from it indices of the overall comprehensiveness of fiscal statistics as well as specific indices of the coverage of public institutions, fiscal flows, and fiscal stocks, respectively. It finds evidence of gradual improvement, most notably in the coverage of institutions, but most countries’ reporting remains far from comprehensive

This report provides an assessment of fiscal transparency practices in El Salvador. Many of the code standards are followed by the country. In addition, fiscal data dissemination and monthly updating will be improved with the recent incorporation of the Finance Ministry’s Fiscal Transparency Portal. Reports on the observance of standards and codes (ROSC) are undertaken on a voluntary basis. Rules and responsibilities are provided by the government to maintain the stability. Relations between government and the public and private sectors are discussed.

Low-income countries (LICs) face significant challenges in meeting their development objectives, while maintaining a sustainable debt position. To address this dilemma, the international community has largely advocated recourse to concessional external finance. The Fund’s existing policy and practice on external debt limits conforms to this preference.

This Report on the Observance of Standards and Codes on Fiscal Transparency on El Salvador reviews the fiscal transparency module. El Salvador needs to make progress on a number of important aspects of the code on fiscal transparency. It is also important to clarify the distribution of functions between levels of government, their roles in terms of expenditure and taxes, and to redefine the borrowing faculties of municipalities. The authorities could improve the transparency of the legal framework by introducing a legal requirement for all new regulations in the private sector.
