Abstract

This paper reports several IMF’s selected decisions of the Executive Board and selected documents. The Executive Board approves the draft “Guidelines for Determining the Amount of Reserve Assets to Be Paid in Connection with Subscriptions” set forth. These guidelines shall be considered by a Committee of the Executive Board established to consider an application for membership in the IMF or to consider a request for an increase in quota that is made outside the framework of a general review of quotas. A reasonable approximation of the amount of the subscription that has been paid in reserve assets in the past is the average of all reserve assets actually paid in terms of the quotas of all members, rather than the proportions paid in the past by individual members. In determining the amount of the reserve asset payment, account should also be taken of the effect the size of such payment would have on the remuneration that might be payable to the new member.

The Executive Board approves the draft Guidelines for Determining the Amount of Reserve Assets to Be Paid in Connection with Subscriptions set forth. These guidelines shall be considered by a Committee of the Executive Board established to consider an application for membership in the IMF or to consider a request for an increase in quota that is made outside the framework of a general review of quotas. The amount of the subscription to be paid in reserve assets shall be determined in the light of all the payments of reserve assets made by existing members and the country's external reserve position at the time of membership. Considering the asset payments made by all members in connection with the Sixth General Review of Quotas and adding them to the sum of asset payments taken as the equivalent of 25 per cent of total quotas as of the date of the Second Amendment, the reserve asset payments made by all members average 20 per cent of present quotas.

Abstract

This paper proposes for adoption by the Executive Board as guidelines for Committees of the Executive Board when considering the amount of a subscription that should be paid in reserve assets. In applying the guidelines, a Committee shall pay due regard to present and prospective economic and financial circumstances of the country concerned. A reasonable approximation of the amount of the subscription that has been paid in reserve assets in the past is the average of all reserve assets actually paid in terms of the quotas of all members, rather than the proportions paid in the past by individual members. In making the calculation of the reserve assets to be paid, account will be taken of the repurchases made in the past by members, including those made in accordance with Schedule B of the amended Articles, and of sales of the currencies of members made to reduce to that level the amounts of the member’s currency paid in excess of 75 percent of quota by a member that had joined the IMF before the date of the Second Amendment.

This volume, the Tenth Issue of Selected Decisions of the IMF and Selected Documents, contains the decisions, interpretations, and resolutions of the Executive Board and the Board of Governors of the IMF to which frequent reference is made in the current activities of the IMF. In addition, the volume contains certain selected documents relating to the Fund and the United Nations. This issue contains most of the decisions published in the Ninth Issue that remain in effect, as well as new decisions adopted since the publication of that issue. With few exceptions, the decisions in this volume are of a general nature and relate to obligations, policies, or procedures under the Articles of Agreement. Decisions of the IMF that are incorporated in the By-Laws and the Rules and Regulations are not reproduced in this volume. Some of the decisions in this volume that were adopted prior to the entry into force of the Second Amendment of the IMF's Articles of Agreement on April 1, 1978 contain references to provisions of the IMF's Articles or Rules and Regulations that were changed by, or because of, the Second Amendment.

Abstract

This paper presents Selected Decisions and Selected Documents’ Ninth Issue of the IMF. This volume, the Ninth Issue of Selected Decisions of the IMF and Selected Documents, contains the decisions, interpretations, and resolutions of the Executive Board and the Board of Governors of the IMF to which frequent reference is made in the current activities of the IMF. In addition, the volume contains certain documents relating to the IMF and the United Nations. This issue includes those decisions published in the Eighth Issue and in the Supplement to that issue that remain in effect, as well as new decisions adopted after the publication of the Supplement. The procedures set forth in Section IV of SM/77/277 are approved, and members shall be guided by the considerations in Section IV with respect to the prompt notification of any changes in their exchange arrangements. Once the procedures for initial notification have been clarified, only a few issues remain to be dealt with in respect of subsequent notifications.

Subject to these few exceptions, decisions that affect individual members are not included. Decisions of the IMF that are included in the By-Laws and the Rules and Regulations are general in application but are not reproduced in this volume.

Abstract

This volume, entitled Selected Decisions of the IMF and Selected Documents, follows the Fifth Issue of Selected Decisions of the Executive Directors and Selected Documents. The change in title has been made because of the inclusion of more Resolutions of the Board of Governors of the Fund than in the preceding volume. The present volume contains selected decisions and interpretations of the Executive Directors and resolutions of the Board of Governors of the IMF adopted prior to September 30, 1972, as well as certain selected documents of the Fund and of the United Nations to which frequent reference is made. With few exceptions, the decisions are of a general nature and relate to certain obligations, policies, and procedures under the Articles of Agreement. This issue contains most of the decisions that were published in earlier issues (September 1962, September 1963, January 1965, April 1970, and July 1971), and general decisions taken since then.
