Abstract

The Consumer Price Index Manual: Concepts and Methods contains comprehensive information and explanations on compiling a consumer price index (CPI). The Manual provides an overview of the methods and practices national statistical offices (NSOs) should consider when making decisions on how to deal with the various problems in the compilation of a CPI. The chapters cover many topics. They elaborate on the different practices currently in use, propose alternatives whenever possible, and discuss the advantages and disadvantages of each alternative. The primary purpose of the Manual is to assist countries in producing CPIs that reflect internationally recommended methods and practices.

La crise financière mondiale de ces dernières années et les niveaux élevés des déficits budgétaires et de la dette qui en ont résulté dans de nombreux pays ont révélé l'importance de statistiques fiables et à jour sur la dette des administrations publiques et, plus généralement, du secteur public, en tant qu'élément crucial de la viabilité budgétaire, voire extérieure, des pays membres. L'ouvrage « Statistiques de la dette publique extérieure » est le premier guide international du genre. Il a pour objectif d'améliorer la qualité et le délai de production des principales statistiques de la dette afin de favoriser une convergence des pratiques de déclaration des données et, partant, les comparaisons internationales. Ce guide est la référence pour ceux qui établissent et publient ces données. À l’instar des autres guides statistiques du FMI , il a été préparé en consultation avec des pays et des agences internationales, dont les neuf organisations participant à l’Équipe spéciale interinstitutions des statistiques des finances (ESSF). Pour établir ce Guide, les auteurs se sont appuyés sur la vaste expérience de nos institutions et ont mis à profit les consultations tenues avec les statisticiens nationaux chargés d'élaborer les statistiques de finances publiques et de la dette du secteur public. Ses concepts sont harmonisés avec ceux du Système de comptabilité nationale (2008) et du Manuel de la balance des paiements et de la position extérieure globale, sixième édition.

The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

La crisis financiera mundial de los últimos años y los consiguientes déficits fiscales fuertes y niveles de deuda elevados que han afectado a muchos países destacan la importancia de las estadísticas públicas fiables y puntuales, y, más en general, de la deuda del sector público como aspecto esencial de la sostenibilidad fiscal y externa de los países. Estadísticas de la deuda del sector público: Guía para compiladores y usuarios es la primera guía internacional de su tipo, y tiene como objetivos principales mejorar la calidad y puntualidad de las estadísticas clave de la deuda y facilitar la convergencia de las prácticas de registro para promover la comparabilidad internacional, y, por otro lado, ser un documento de referencia para los compiladores nacionales y los usuarios en lo que se refiere a la compilación y divulgación de los datos. Al igual que otras guías estadísticas publicadas por el FMI, la presente guía fue preparada en consulta con países e instituciones internacionales, entre ellas las nueve organizaciones del Grupo de tareas interinstitucional sobre estadísticas financieras (GTIEF). Abstract

Several high-level international groups urged development of methodological standards for securities statistics. In response, the Bank for International Settlements (BIS), the European Central Bank (ECB), and the International Monetary Fund (IMF) jointly developed the Handbook on Securities Statistics. The Handbook is the first publication that deals exclusively with the conceptual framework for the compilation and presentation of relevant, coherent, and internationally comparable securities statistics. Part I of the Handbook covers debt securities issues. Other parts are under development and cover issues of other types of securities and securities holdings.

Abstract

In recent years, the IMF has become deeply involved in the international movement to prevent the abuse of financial systems and to protect and enhance the integrity of the international financial system. The IMF’s involvement has been expanded beyond anti-money-laundering efforts to include those aimed at combating the financing of terrorism. This handbook will facilitate the provision of relevant technical assistance by providing a compendium of essential materials for officials drafting legislation designed to combat such financing. The relevant international standards and obligations are presented, together with examples of existing legislation designed to meet them. The issues discussed in this book are relevant to all countries, regardless of their individual geopolitical situations.
