The Covid-19 pandemic had a substantial impact on C.A.R.’s economy but appears now somewhat contained. The number of positive cases and related deaths has been very limited over the last few months, even though most containment measures have been progressively loosened. Despite some progress since the February 2019 peace agreement, the security situation remains precarious. Despite some delays in voter registration, the first round of the presidential and general elections is still scheduled on December 27.

In line with a framework introduced in 2012 for addressing excessive delays in the completion of Article IV consultations, the following table lists the IMF members for which the Article IV consultation has been delayed by more than 18 months at March 15, 2016. The delay is counted past the stipulated date for the consultation plus any applicable grace period. There are no countries for which the mandatory financial stability assessments are delayed by more than 18 months at March 15, 2016.

Abstract

This Coordinated Direct Investment Survey Guide (Guide) has been prepared to assist economies in participating in the Coordinated Direct Investment Survey (CDIS). The CDIS is being conducted under the auspices of the Statistics Department of the IMF across a wide range of economies. The survey is conducted simultaneously by all participating economies; uses consistent definitions; and encourages best practices in collecting, compiling, and disseminating data on direct investment positions. The CDIS is thus an important tool in capturing world totals and the geographic distribution of direct investment positions, thereby contributing to important new understandings of the extent of globalization, and improving the overall quality of direct investment data worldwide. As of the writing of this updated Guide, more than 100 economies participate in the CDIS.

In March 2009, the Fund adopted the Instrument to establish a new Framework Administered Account to administer external financial resources for Selected Fund Activities (the “SFA Instrument”).1 The financing of activities under the terms of the SFA Instrument is implemented through the establishment and operation of subaccounts. This paper requests Executive Board approval to establish the Government of Australia Subaccount for Selected Fund Activities (the “Subaccount”) under the terms of the SFA Instrument.

This 2012 Article IV Consultation focuses on Chad’s economic developments and policies. Economic performance in 2011–2012 has been marked by an oncoming stream of several large industrial projects. The IMF report highlights that growth slowed in 2011 and inflation accelerated at year’s end, while the balance of payments strengthened. The nonoil primary deficit declined in 2011, and the overall fiscal balance swung from a deficit to a small surplus leaving room for private-sector credit expansion. A new approach, developed in collaboration with international partners (including the Food and Agriculture Organisation and World Food Programme), focuses on improving water management, warehouse capacity, and information systems.

In this study, Chad’s economic developments and policies have been prepared by an IMF staff team. The recent economic developments and risks of the financial system are reported. Budget discipline has been improved by strengthening the public financial system (PFM). The views of IMF staff regarding medium-term fiscal policy, the financial sector assessment program (FSAP), and tax measures have also been accepted by the authorities. Finally, the IMF staff appraisal also outlined. In this paper, recent developments in public external debt and public domestic debt are studied.
