Abstract

Strengthening governance—the institutions by which a country exercises authority and manages its public resources—has been a key objective of most economic reform programs implemented in recent years. Countries that have already achieved macroeconomic stability through first-generation reforms have designed and implemented second-generation reforms to upgrade the social and legal institutions that encourage and support better governance.
