The sweeping reforms in Central and Eastern Europe and in the former Soviet republics have brought about significant systemic changes and led to a search for broader economic choices. The trend throughout the world is to move away from government control of the economy and toward greater encouragement of private initiative and the development of a viable private sector. These changes in the political and economic climate have confronted the International Finance Corporation (IFC) with a special challenge and a special burden.
