In 1998/99, the Executive Board met on several occasions to discuss ways to strengthen IMF support for member countries. These discussions included a review of the operation of the Supplemental Reserve Facility; consideration of introducing Contingent Credit Lines and of providing enhanced additional assistance to postconflict countries; access policy and limits in the credit tranches and under the Extended Fund Facility, the special facilities, and the Enhanced Structural Adjustment Facility; and a proposed framework for staff-monitored programs. Toward the end of the financial year, the IMF and World Bank were engaged in coordinating an international response to the economic impact of the Kosovo crisis, in close cooperation with other agencies and donors. This chapter reviews the Board’s consideration of these issues and then briefly describes member country programs for which the IMF approved new financial support during the financial year.
