On November 4, 1953, the Executive Directors found that Czechoslovakia had failed to fulfill its obligations under the Articles in not furnishing to the Fund the minimum information necessary for the effective discharge of the Fund’s duties, as prescribed in Article VIII, Section 5(a),18 and in not consulting with the Fund in accordance with Article XIV, Section 4.19 Therefore, the Fund declared Czechoslovakia ineligible to use the Fund’s resources under Article XV, Section 2(a):
