Abstract

In recent years I have been much preoccupied with problems in Latin America, and that is the fault of the Fund because, when I was employed by the Fund for two years, I got married to a Brazilian, and that somehow diverted my attention. It has been a great pleasure to come back to Africa and have this opportunity of taking a long, hard look at the problems here. I want to offer some reflections on both the areas of agreement and the areas of disagreement I have noted.
