    This pamphlet is adapted from Chapter 1 of Silent Revolution: The International Monetary Fund, 1979–89, by the same author. That book is a full history of the evolution of the Fund during 11 years in which the institution truly came of age as a participant in the international financial system. Major upheavals hit every region of the world in the 1980s, initiating revolutionary changes in economic policymaking and producing lessons that conditioned the Fund’s responses to the even more dramatic events of the 1990s. Publication of this overview is intended to introduce the seminal events of the “silent revolution” in global economics and finance to a general readership.
