    Prefatory Note

    This study was prepared in the Trade and Payments Division of the Exchange and Trade Relations Department of the Fund under the direction of Bahram Nowzad, Chief of the Division. The staff members who contributed to the study were Shailendra Anjaria, Roy Baban, Gérard Bélanger, Sena Eken, Kyung Mo Huh, and Heinz-Michael Stahl. A staff team had discussions with officials of the European Economic Community in Brussels, the Organization for Economic Cooperation and Development in Paris, and the secretariat of the General Agreement on Tariffs and Trade in Geneva. Discussions were also held between Fund staff members and officials of the United States, Canada, Japan, and several developing countries, including the Republic of China, Colombia, the Republic of Korea, Mexico, the Philippines, Tunisia, and Uruguay. Not all of the material gathered by the staff has been included in this pamphlet. The study was completed in February 1978 and does not take into account developments since then.
