Stabilizing the System of Mortgage Finance

This IMF Working paper argues that broader changes need to be made across the entire mortgage landscape to stabilize the system and it lists a set of proposals to stabilize the mortgage market. These proposals do not constitute a full set of reform suggestions that will ultimately be required to efficiently provide mortgages.
